In October 2025, Prime Minister (PM) Narendra Modi launched multiple youth-centric initiatives exceeding Rs. 62,000 crore at Vigyan Bhawan, New Delhi. The event, held under the Ministry of Skill Development and Entrepreneurship (MSDE), also marked the Kaushal Deekshant Samaroh 2025, celebrating excellence in skill training across India.

🎯 Key Highlights:

  • - The Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) is a Centrally Sponsored Scheme (CSS) with an investment of Rs. 60,000 crore. It aims to upgrade 1,000 Government Industrial Training Institutes (ITIs) using a hub-and-spoke model, transforming them into advanced skill hubs aligned with industry standards.
  • - PM-SETU’s structure includes 200 hub ITIs and 800 spokes connected to anchor industry partners for innovation, trainer development, and placement facilitation. The World Bank (WB) and Asian Development Bank (ADB) are providing financial support, with Patna and Darbhanga (Bihar) prioritized in Phase 1 implementation.
  • - PM Modi inaugurated the Jan Nayak Karpoori Thakur Skill University in Patna, Bihar, established to deliver industry-relevant vocational education and build a globally competitive workforce. The university will focus on employability, entrepreneurship, and technical innovation in collaboration with industry partners.

💡 Other Important Facts:

  • (i) A total of 1,200 Vocational Skill Labs were inaugurated across 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools in 34 States and UTs. These labs will train students in 12 high-demand sectors with hands-on experience, supported by 1,200 vocational teachers trained under the project.
  • (ii) PM Modi launched Bihar’s revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana (MNSSB) to provide Rs. 1,000 monthly allowance and free skill training to nearly 5 lakh graduates annually. He also launched the redesigned Student Credit Card (SCC) Scheme, offering interest-free loans up to Rs. 4 lakh, and inaugurated the Bihar Yuva Ayog for youth aged 18–45 years.
  • (iii) Under PM-USHA (Pradhan Mantri Uchchatar Shiksha Abhiyan), foundation stones were laid for new facilities at Patna University, Bhupendra Narayan Mandal University (Madhepura), Jai Prakash Vishwavidyalaya (Chapra), and Nalanda Open University, with Rs. 160 crore allocated. PM Modi also dedicated the Bihta campus of NIT Patna to the nation, featuring a 5G lab, ISRO-supported Regional Academic Centre for Space, and an Innovation & Incubation Centre nurturing nine startups.
